David L. Farris, Founding Director

David has over 20 years of diversified experience in information technology infrastructure management and support.  David was responsible for the establishment of an Information Technology Service Management (ITSM) initiative for the USDA, APHIS based on the ITIL framework that is currently being implemented.  Responsibilities included the establishment of buy-in at all levels of management (i.e., Board of Directors, Chief Information Officer, Middle-Management, and IT operational staff levels).  Implemented an ITIL education and awareness program for executive level management to information technology professionals in the field.  Finally, was responsible for facilitating the procurement of the BMC/Remedy solution to support the automation of the ITIL processes.  David retired as a Communications Information Systems Officer with the United States Marine Corps.  In that capacity, he was responsible for project and program planning for a 4000 node National Capital Region computer network, design of an executive information management system, project planning for a satellite based information dissemination system to the United States Atlantic Command, and establishment of the 1st Marine Corps Modeling & Simulation Management Office.  David holds certifications as an Certified Government Chief Information Officer, ITIL Service Manager Master, Project Management Professional (PMP), and Total Quality Management (TQM) Instructor.  David has a BSBA (1989) in Marketing and Computer Information Systems Management from East Carolina University and has 2 years of graduate work in IT service and project management.  He served as a guest speaker at multiple public and private sector events (e.g., guest speaker at the 2007 Information Technology Service Management Forum (itSMF USA) in Charlotte, North Carolina).  David has served as a committee member with the National Association of State Chief Information Officers (NASCIO) and served as an Officer with the Central North Carolina Local Interest Group of the itSMF USA.  David is a member of the Triangle Technology Executive Council, North Carolina Technology Association, and North Carolina Local Government Information Systems Association.

Meg L. Farris, Founding Director

 

Over 20 years of diversified experience in finance and accounting to include, business planning, new business development, modeling, budgeting, forecasting, P&L/Balance sheet financial analysis, industry analysis, strategic information research, controlling and capital expenditure planning.  Most recently responsible for Oracle administration, public sector budgeting, county, state, and local budget administration and accounting issues and management of a $2B budget.  Previously responsible for Hyperion administration, monthly global consolidations, implementing reporting and analysis reports and procedures, internal audit analysis and preparation of global management, CFO and Board of Director’s reports.  Previously responsible for the preparation of a global web-based financial resource system utilizing Hyperion Spiderman and FrontPage, global monthly consolidations, budgets, forecasts and State of The Business Report to the Executive Committee.  Previously responsible for the overall financial and project management of a $34M contract on the GSA, as well as developing the internal guidelines manual for using the schedule.  Served as the controller for a small entrepreneurial company in the software industry.  Assisted the CFO in the start-up of a Finance Department for the second largest computer distribution company.  Responsible for implementing financial controls, budgets, cash flow, cash management and reporting analysis during their rapid growth phase.  A hands-on, goal-oriented professional with diversified experience in finance and accounting.  Margaret holds an MBA (1989) and BSBA (1987) from  East Carolina University.
